Steps to Reproduce

1. Switch to EMS
2. Spawn Ambulance (used Ambulance 785)
3. Click L for 1-3 stages of scene lights

Explanation

Scene lights on the EMS Ambulances doesn't actually produce any light on the ground compared to headlights or ELS.
