Steps to Reproduce

1. Write Warrant Report
2. Issue Warrant
3. Open MDT dashboard
4. View Player Reports
5. No Warrant

Explanation

Warrant system broken in event server (Im not sure if its game-wide or isolated to this server.). Shonotaro and Whitewolf both tried to put warrants on me and it doesnt work whatsoever.
