Steps to Reproduce

1. Spawn as HCSD
2. Spawn the Chevy Express van
3. Activate Stage 3 ELS

Explanation

HCSD Chevy Express Transport van has no ELS on at Stage 3 once out of the vehicle.

The vehicle's rear lights and steady burn should be on at the very least in this case.
