2. Spawn in Hawthrone Station
3. Head to Front Lobby Reception Desk

Explanation

Hawthrone HCSD Station displays a seal thats mistranslated as "Fairhaven County" instead of "Hayward County" in the front waiting lobby by the reception desk.
