Steps to Reproduce

1. Vehicles are under the Unmarked Pool Cars.
2. Vehicles are in the Vehicle Spawners.

Explanation

All the Unmarked Vehicles Pool Cars do not have ELS or Sirens in the vehicle system for the Milano Station and the Hayward Station.
