Steps to Reproduce

1. Join HWP Team
2. When you tested this you were in the commissioner role
3. Attempt to arrest someone
4. Search or read through available charges
5. You'll see they are bugged
6. Tested to see if fcpd had access to these charges and they did

Explanation

VHP Missing Numerous Charges When Booking. Murder charges don't exist, assault charges don't exist, possession charges don't exist, etc. Virtually every felony that is on the penal code VHP do not have the ability to charge people with. To my knowledge the only felony we can charge people with is Grand Theft.
