Steps to Reproduce

1. Join the HCSD team
2. Go to either station with the HCSD ASAP Explorer owned
3. Attempt to spawn the car using the vehicle spawner
4. It cannot spawn.

Explanation

The HCSD ASAP Explorer cannot be spawned at any station. It does not appear in the list as a spawnable car.
