Steps to Reproduce

1. Spawn in game, stay a civilian
2. Go to the FCPD Highland Station
3. Try to enter the front doors

Explanation

Cannot enter FCPD from the front entrance as a civilian.

You should be able to enter through the front doors and pay off a ticket or turn yourself in. And gives you the caution symbol, like you are not allowed to go into the station.
