Flares not cleaning up after team switch

Steps to Reproduce

1. Join the EMS team
2. Place Flares
3. Open the Teams UI
4. Switch Teams
5. See that the object(s) don't cleanup

Explanation

If you place flares on the EMS or any PD team and you switch teams they don't cleanup, or there is no cleanup functionality for switching to a different team after placing items / objects. (Nothing in output that relates to the issue logs)
