Steps to Reproduce

1. Approach the explosives dealer.
2. Notice him floating.

Explanation

The explosive dealer is floating.

When you approach the explosive dealer you'll notice he's floating instead of standing on the ground.

Attached a clip and snip of the location on map. No console as not relevant.
