Steps to Reproduce

Play as EMS
Open the MDT
Open a player file
Fill out a Medical Need, Attendance Notes, or 608 Report
Try to submit it
Fail

Explanation

Still unable to submit EMS reports - when filing any sort of medical reports on players post-care, the game either does nothing, or demands I attach a charge to them (even if I do attach a charge, it does not submit the report).

I have reported this bug a week or so ago, it got marked resolved, but is still present in the game as of current version
