Steps to Reproduce
- Play as EMS
- Open MDT and a person's profile
- Write a report
- Try to submit a report
- Fail
Explanation
Unable to file EMS reports for patients (Medical Need/Attendance Notes/608 Report) - the game requests to file charges for some reason, and even then doesn't let the report go through
