Intermission picking random gamemodes despite vote if the host is alone.

Steps to Reproduce

1. start a match of any gamemode
2. win or lose to get to the voting screen, make sure you are by yourself
3. vote on anything
4. a random gamemode will be selected

Explanation

if the host is alone in the intermission after winning or losing, when he votes a random gamemode will be selected instead.

this can lead to robot invasion being selected which enables a higher player limit than 4.
