DLCs not appearing in game despite verification and reinstallation

Steps to Reproduce

1. start game
2. load into prelobby
3. go to cabin
4. no clothing from packs
5. select Mall
6. laod stema and shows owned

Explanation

My DLCs are not showing in game for my steam account. I have talked with steam support and they said this is an in game issue that IW needs to help sort with me. Please let me know when/how to get this sorted. My friend code is D7T1K3FB and my discord account is HazelEyedGremlin. I have verified the files. uninstalled and reinstalled the game. checked and unchecked the DLCs to down load them and nothing is working for the packs to unlock and be usable in game.
