Yellow medical tents are not spawning loot in 3-4 locations across the map, both military and urban, resulting in empty medical tents.

This issue was created from the following Discord message:
Yellow medical tents dont spawn loot. not location specific, 3-4 locations both military and urban across the map have had these medical tents empty.
