Regression of:	#406 Worker Disappears Despite Available Hard Hat Slot This issue was created as a new bug instead of being marked as a duplicate because the original issue was already Resolved.

Steps to Reproduce

1. Go to the left top corner
2. Locate the hardhat
3. Note that there is no worker
4. Note that there has been no worker for months

Explanation

no worker at all look at the hard hat it is 0/1. i need a worker
