Steps to Reproduce

1. Tomato plant never respawned again after the first free tomato plant.
2. Two tier 1 tomatoes have been lonely for a long time.
3. Notice that no other tomato plant has spawned, preventing merging.

Explanation

Besides my first tomate plant, i never got any additional one while using boxes. Feels like something is wrong with that.
