Explanation
Before this happening, I had started two different rock breaking orders with at least 3 minutes between each order. One while the two quests were both at 620, and didn't really pay attention to either of the quests between starting the different rock breaking orders.
You can see the two rocks in the background.

Also, I doubt this has anything to do with it, but I was on Japanese language prior to swapping over to English just to make this bug report.
Figured I'd leave this little detail in since bugs have happened due to weirder reasons before

The weird thing about the bug was that the 700 energy quest was completed upon starting the 2nd break order, whilst the earlier quest didn't complete even when the first break order was made.
Will update tomorrow morning (it's midnight here) if it decides to not give me my rewards if I start any other orders. Good night~
