Explanation

Interesting tile overlap
Rearranging my keys caused one of it to automatically move over the occupied tile which had a brush tool, moving the key causes the brush to ignore any actions like moving or shoveling, rejoining deletes the brush
Moved the key and my brush is now in a ghost form and I can't move it
Rejoined and it just got deleted
