Steps to Reproduce

1. Drive until most interactables and sometimes all interactables have not spawned.
2. Check the distance driven (385.19 kilometers).
3. Note the build version (22587174).
4. Describe the observed issue (buildings spawn, perhaps a gun, but that's it).

Explanation

Points of interest have a three in ten chance of loading nothing, sometimes even the ctrl-s system also does not load in nor do car parts, paint and restoration equipement
