Game Freezing and Frame Drops During Save File Load with New Vehicles

Steps to Reproduce

1. loading the game in both dx11 and dx12 does not have any varying affect on issue.
2. assuming it may be related to the new vehicles.
3. Issue manifests each time during the loading into the save file and persists until save is exited.

Explanation

Unsure which of the new vehicles they are but a friend and i were building two of the new coups, the one similar to the gtr and the one similar to a 70's celica. The save file peaks graphics use at around 70-80% when loading in before dropping to 37% and locking my frames to 11fps. My friend stated his camera was moving on its own when he loaded in as well.
