Duplicated POIs Spawning Issue

Steps to Reproduce

1. Set POI spawn rate to max (2,2)
2. Start a game
3. Get in a car
4. Drive along the road
5. Notice 2 POIs on the same partition of the road, sometimes 2 on the right side, sometimes one on right and one on left side
6. Observe this issue especially on the 'watertower' and the 'radio antenna' POI

Explanation

on max. ocurance of POIs some of them can spawn doubled and one of them in that case is not properly spawned
