Steps to Reproduce
- issue started when loading save after newest patch.
Explanation
towed vehicle tires locked up with handbrake disengaged. if towing multiple vehicles only last vehicle does it. tried removing handbrake, replacing rear tires, starting vehicle and cycling handbrake, and disconnecting and reconnecting vehicle. issue persisted through it all
