Steps to Reproduce

1. Loaded into infinite mode
2. Found a couple quest items
3. Loaded into the garage to prepare to turn them in
4. Bought empty paint cans
5. Got filled paint cans

Explanation

Buying empty paint can's from the computer gives me only full paint can.
