Steps to Reproduce

1. The Beetle classic car can't unlock its rear wheel brakes when being towed
2. The new hatchback model can't unlock its rear wheel brakes either

Explanation

Bug report: When being towed, this vehicle and the Beetle have permanently‑locked rear wheels. Neither releasing nor applying the handbrake can unlock the rear wheels. This bug only happens during towing.
