Quest and Transport System Fails to Recognize Tire Item

Steps to Reproduce

1. Sent a Tire (on rim) to the garage
2. Removed tire from rim
3. Attempted to paint the tire (no color change)
4. Attempted to put tire in quest turn-in slot (no activity)

Explanation

I've found that the quest and transport system does not recognize the tire as a legitimate item. In order to transport the tire to the garage (and back), it needs to be attached to a rim, otherwise the system will tell you that you need to submit an item. This also applies to the quest turn-in system. I have a quest to turn in a Muskgoat tire. The game will not let me paint it (despite it need to be be colored R1, G121, B255) and I can't put it in the quest turn in bin as it's not recognized as a legitimate item.
