Item Reattachment Issue with Roof Rack and Vehicle Storage

Steps to Reproduce

1. place item on roof rack or in vehicle
2. remove the item for about a minute
3. try to place item back on roof rack or in vehicle and it will not adhere
4. reload the game and the items will adhere again until they are removed

Explanation

when using roof rack, items will stick to it as usual but if you remove an item for a short period of time and then try to put it back on it will not stick. i have noticed the same issue with leaving items inside a vehicle. it does work after reloading the game but the problem always comes back
