Steps to Reproduce

1. I saved the max items in the garage and left the game (save and exit)
2. Continue on your infinite game (i spawned in right next to the drop package machine)

Explanation

I saved and exited the garage and loaded up a infinite game. Only 50% of the items i saved showed up in hoirzon drop box
