Game freezes when accessing quest computers after recent garage update

Steps to Reproduce

Launch the game in single player mode
Load any save files (new game or old)
Locate any quest computer (starting house, garage, or road POI)
Approach the terminal and press the interaction key (Left click for me) to open the interface
Observe that the game immediately becomes unresponsive and freezes

Explanation

The game consistently freezes whenever i access any quest computer, including the one in the garage and those found at POI's while driving. I believe this started after the recent garage update and occurs both on old save and new ones. i have 24.9 hours played and completed the whole scenario without any problems. that makes me think it happened after the update. i have done 2 fresh installs of the game and taken my troubleshooting step such as clearing shader, running as admin on windows 11, lowering graphics, changing to windowed mode, turning off overlays, and a few more things. my system uses a RTX 3080 TI. attached is a video of the lock up at the starting house when i access the computer.
