GPU Memory Clock Spikes to Max on Alt-Tabbing Out of Game

Steps to Reproduce

1. Run Ryzen 5800x RTX 3080 12gig with 32 gigs of ram
2. Install the game on an SSD
3. Use the recommended DLSS model feature via Nvdia's software

Explanation

The bug is basically happening whenever I alt tab out of the game, it will crank my GPU memory clock to its max and the card starts to cook. I go from 60c in game to over 80c when tabbed. This was also happening I was in the menu as well until I forced capped the frames with N-vidia software. This seems to happen no matter if I am in windows, fullscreen or windows full. I was in HDR and tried to turn it off and it still was causing the issue. I'v included a image of my GPU temp when going from in game to alt tabbing out for a few minutes.
