Server List, Weekly Missions, and Deep Dives Not Working on Windows 7

Steps to Reproduce

1. check firewall, antivirus, the "netsh int ip reset", ipv6
2. try normal launch, safe mode, dx11 (dx12 doesn't work on win7)
3. windows 7: run game, walk to computer, database couldn't be reached
4. windows 10: run game, walk to computer, works

Explanation

i'm on windows 7, and similar to https://app.betahub.io/projects/pr-5632787018/issues/903 the server list, weekly missions and deep dives don't work - DATABASE COULDN'T BE REACHED or an eternal loading screen
however, i'm able to join a steam friend's lobby, and he is able to have other people join the game as usual. haven't yet tested deepdives because he isn't lv25 yet
on windows 10 it works normally

let me know if there's some other logs/info that i should attach
