Enemy cap not affected by 'More Enemies' modifier in Hazard 5+ missions

Steps to Reproduce

  1. Use Sandbox Utilities
  2. Enter a 5+ mission with lvl 2 more enemies
  3. Create the sandbox
  4. Spam spawning grunts
  5. The number of grunts will be capped at 60

Explanation

The "more enemies" in Hazard 5+ doesn't seem to affect enemy cap. I'm using https://mod.io/g/drg/m/helldivers-2-enemy-count to count bugs, and either when I'm hosting 5+ or joining as a client, I observed that bug count (the orange one or normal size enemy count) never goes beyond 60. I have been told that more enemies applies a modifier to enemy caps, at lvl 2 it should increase to 90, but it doesn't seem to be applied correctly.

I know this reproduction procedure seems stupid, since I'm using a sandbox mod. Nevertheless, entering a cave and wait for it to spawn waves have the same effect. Enemy count is somehow capped at 60 instead of higher.
