Steps to Reproduce

1. I am uncertain as to why they did not spawn, or how.
2. It did spawn within the elevator room which I have not seen prior.
3. I am uncertain as to whether that has any affect on it.

Explanation

Cargo Hauling Expenite Event not spawning the cargo pods you are supposed to bring to the door.
