Mouse Cursor Stuck in Launch Screen Area

Steps to Reproduce

1. Not sure how to reproduce this.

Explanation

Whenever I launch the game I get into the "launch screen?" and then my mouse is unable to move past a certain point. It is the right 1/3 of my screen and the bottom 1/4 of my screen. I am not able to press play or anything and I am not sure what to do. Not sure if I picked the wrong option to play on steam, and in the attached video I assure you I am moving my mouse in the directions a lot.
