Steps to Reproduce

1. I have reproduced this pretty consistently on every retcon run
2. I've had turrets

Explanation

Playing as Retcon with the disposable turrets. If you're in rewind and place turrets down, it gets to a point where you can't place any more down even if you have them still. It will show blue that I can place it but nothing happens when you left click to place.
