Steps to Reproduce

1. Open a selection screen in a game with at least three players
2. As the second player in the turn order, rapidly click on an upgrade until the first player makes their decision
3. The slot where the second player's upgrade was won't be replaced, leading to the third player having only two choices for the upgrade

Explanation

Rapidly clicking on an upgrade in a selection screen prevents the slot from being refilled with a new upgrade
