Game Fails to Start From Steam, Also Can't Cloud Sync

Steps to Reproduce

  1. boot up steam
  2. select "library"
  3. select the game "deep rock galactic"
  4. select "play"
  5. it doesn't play

Explanation

No matter what I do it's constantly stuck on "launching", it doesn't even open. I've tried every single troubleshooting tactic, I've updated every driver and installed every redist. package. It just doesn't open. It says it's "launching" but it doesn't actually open the game window (or even start the task in task manager). I tried opening the game exe directly through folders. It starts, but it doesn't let me get past the main menu because then it can't connect to steam all of a sudden. I've tried every single launch option too, DX 11, 12, safe mode, nothing works. I reinstalled the game and even nuked the folder completely multiple times, I verified the files multiple times. Nothing works. The worst part is that it worked just fine before january 5th. Maybe removing the christmas update broke something on my side? Also since then, the game has had constant steam cloud sync errors, it hasn't been able to sync successfully even once, and it's stuck in an endless loop of erroring the cloud sync and retrying and failing and retrying no matter what I do.

i kept the pc on to check, yes, it was stuck as "launching" for 24 hours
