- Gunner must deploy the shield
- Gunner must be the host
Explanation
I'm getting protected status effect and shield regeneration by gunner shield despite being out of shield range

This sounds like the effect of the perk T3B, where the shield effect lingers for 2 seconds after leaving the shield. (or it could be a mod that the host is running)
