Dash ability does not trigger while Momentum speed boost is active

Steps to Reproduce

1. Equip T4B 'Momentum' on the grappling hook for Scout.
2. Equip the active perk 'Dash'.
3. Join a server or otherwise artificially create a ping difference.
4. Use the grappling hook and release to trigger the 'Momentum' upgrade's small speed boost effect.
5. While the small speed boost is active, use the 'Dash' ability by pressing the sprint key twice.
6. You should obtain the large speed boost from 'Dash', but this does not occur. Additionally, the 'Dash' ability goes on cooldown thus it is spent for no effect.

Explanation

The T4B upgrade on the grappling hook; 'Momentum' grants a speed boost after one has released the grappling hook after use. The active perk 'Dash' grants a different kind of speed boost that grants one a greater speed for a shorter duration.

If the small speed boost from 'Momentum' is active, using 'Dash' will have no effect; the large speed boost from 'Dash' is eaten by the smaller boost. Normally, one cannot activate 'Dash' while 'Momentum' is active, but if one joins a server the ping difference can cause one to accidentally use 'Dash' for no effect as above.

I propose a good solution would be to remove the safeguard of not using 'Dash' while 'Momentum' is active and let the 'Dash' ability override 'Momentum' in all scenarios.
