Steps to Reproduce

1. Chance appears to be random.

Explanation

Engineer SSG grenades will occasionally not spawn entirely. It seems to occur ~1/6th of the time, and none of the shredders will spawn whatsoever, wasting the grenade. This occurs in solo and online play, with no change in consistency.
