Explanation

taking the faster turret build upgrade as engi sometimes doesnt work if you have another engineer on the team that doesn't have it - your turrets will build at the slower default speed. its happened to me several times when i join random servers, it might be only if the host is engi and doesnt have the upgrade/has another upgrade from that tier, not sure, it might happen if another engi is just client too.
