Steam Overlay Not Opening, Friends List Overlay Zoomed In

Steps to Reproduce

1. Cannot open steam overlay, regardless of key binding.
2. Pressing C in the space rig causes a large overlay of my friends list to appear on top of the game.

Explanation

Not being able to open the steam overlay. Pressing C to invite friends and having a really zoomed in stretched resolution of the friends list overlaying ontop of everything that is non-interactable
