Steps to Reproduce

1. Add -nosplash to the launch options of Steam or the Windows Store version (if applicable)
2. Notice how it does nothing, and logo videos still play.

Explanation

-Nosplash launch option is no longer functional, at least on DX12. The only way to turn them off now is to disable them via editing game.ini in the game files.
