Explanation
In a On-Site Refinery Haz 5 mission, the map was small with the secondary of Gunk Seeds, but it only spawned 11, making it impossible to finish

Not a bug: there is another section of the cave - you can see the tunnel to it in the very top of the 3rd image's scanner.
