Inability to Access Haz 5+ Missions Due to Requirement Mismatch in 'Beyond Lethal' Assignment

Steps to Reproduce

1. Enter game.
2. Accept "Beyond Lethal" assignment.
3. Go to mission board, go to the first mission pinned by assignment.

Explanation

Installed the game on a new computer. Had no issues with my character save. I can play every difficulty asides from Haz 5+.
Which is where my problem lies, i started the assignment "Beyond lethal" and its telling me i dont meet the requirements to play the first mission that is required to unlock haz 5+.
I can't join other players lobbies either.
