Promotion Message Blocks Mission Progress at Level 25

Steps to Reproduce

1. Have dwarf that is lvl 24 that is just lvl up to lvl 25
2. Accept an assignment from the board and enter the mission for that assignment
3. Reach lvl 25 and complete a mission from an assignment on the same mission.

Explanation

When you reach lvl 25 on a dwarf and have a mission assignment active the promotion message blocks the mission progress message causing it to be blocked
(P.S It is more likely to occur if the team is disbanded during the promotion message based on my testing but can happen if you don't disband.)
