Mods fail to load on game boot, intermittent connection issues

Steps to Reproduce

1. Boot up the game. Notice how the mod menu comes up completely empty of mods in both the Modding tab and the Info Screen.
2. Go on mission after 3 minutes and notice the Modding tab is still empty and no mods are working, even after successfully completing said mission.

Explanation

Mods don't load at all on game boot, as if the connection to Mod.io is always severed or otherwise doesn't recognize me as specific user. Waiting a minute or two before going on a mission still doesn't have even verified mods working.

While exiting and rebooting the game does provide a temporary fix between playing a different game or after having half an hour or more, it quickly becomes frustrating to have to double boot the game just for any mods to work.
