Game Freezes on Startup with Black Screen After Logo

Steps to Reproduce

1. Open Steam.
2. Press play and select how you want to launch the game.
3. The logo shows for a split-second.
4. The screen freezes and the intro sfx play (boat creaking, and synth notes).
5. Nothing seemingly happens when clicking the screen, so you tab out.
6. Attempting to tab back into the game fails.
7. Press Stop on Steam.
8. Press yes when it asks again because there are unsaved changes.
9. The game's tab will close after a short while, but on Steam the play button will be grayed out "STOPPING".

Explanation

The game freezes upon opening, and gets stuck on the stopping state on Steam (as seen in the video). The DRG logo shows for half a second then is replaced by a black screen, the logo sounds play (creaking boat, and the notes), but nothing else happens. Once I tab out of the game, I can't tab back in, so the only thing I can do from there is to try to close the game. The only way to get the game out of the stopping state is to restart your computer. I have tried opening the game in all four ways (default, directx11, directx12, and safe), but none have had different results. Based on the screenshot, I believe the game is freezing during the start up animations. I don't know if the issue is caused by my system, my settings, or the game.
