Explanation
Opened the game and invited my friend. He joined the game. We played a round or two before noticing. When he went to change his gun skin he had none. He went to look through the matrix cores to see if it was there. It was not there were no matrix cores. He also noticed that he dropped from level 34 to 12.

Likely he is on an older save game. Go into the ESC menu -> Options -> Save Game -> Restore Save and find the right savegame on the list
