Steps to Reproduce
- Is seemingly an account thing?
- its the same after verifying files integrity with steam
- and restarting the game didnt change it
Explanation
All my levels, promotions, and unlocks got reset after i re-downloaded the game. had a hard drive issue and downloaded to a different drive.

Try going into the Menu (Press Escape), then Save , and Restore Save
